OVERVIEW

The New Jersey EMS Task Force, in partnership with the New Jersey County Office of Emergency Management EMS Coordinators, is hosting this Statewide EMS Planning & Preparedness Summit to provide an overview of ongoing planning initiatives, increase project visibility, enhance situational awareness, and foster interagency coordination of current and future planning efforts.

TARGET AUDIENCE

The audience is intended for NJ EMS responders (Chiefs/Directors, Captains, Line Officers/Crew Chiefs, Coordinators/Supervisors) and other homeland security / healthcare emergency preparedness specialists from local, county, state, federal, and private departments.

  Preparedness, Where We Stand
This presentation will provide the audience with a general overview of EMS Preparedness as it relates to the strategies, concepts, and partnership among the NJ EMS Task Force and the County OEM EMS Coordinators.
  Emergency Support Function #8
NJESF #8 provides overall guidance to county and local governments in identifying and meeting the public health and medical needs of individuals impacted by a public health emergency, disaster or catastrophic event. This presentation will provide a general overview of the topic as it relates to Emergency Medical Services
  State of New Jersey, EMS Staging Area Management Plan
This Emergency Operations Plan defines specific, pre-identified locations that have been designated as EMS staging areas and may be activated for preplanned and emergent large scale events. The presentation will also provide a brief overview of the staging process and the resources and trained personnel the NJEMSTF offers to support the plan.
  State of New Jersey, Helicopter EMS Helibase Management Plan
This Emergency Operations Plan defines specific, pre-identified locations that have been designated as HEMS Helibases and may be activated for preplanned and emergent large scale events.  The presentation will also provide a brief overview of the helibase management and the resources and trained personnel the NJEMSTF offers to support the plan.
  State of New Jersey, Ambulance Strike Team/Task Force Deployment Strategy
The purpose of this plan is to provide guidelines to be implemented to more efficiently manage large numbers of EMS resources on a catastrophic event, disaster, or large scale pre-planned event. This plan outlines such topics as Strike Team / Task Force configurations and Leader qualifications, initial response communications, documentation, mobilization, and demobilization.
  State of New Jersey, Tropical Storm/Hurricane Management Plan for EMS
Tropical Storms, Hurricanes, and other significant coastal storms that affect New Jersey are large scale and high impact events that can overwhelm municipal, county, and state EMS resources. This plan sets up guidelines for EMS agencies and organizations to utilize when a Tropical Storm, Hurricane, or other significant coastal storm event has the potential to impact the State of New Jersey.
  State of New Jersey, Homeland Security Advisory System Plan for EMS
The Homeland Security Advisory System is designed to measure and evaluate terrorist threats and to inform and facilitate actions appropriate to different levels of government and private citizens in a timely manner. The purpose of this plan is to set up a guideline for EMS agencies and organizations to utilize when the Federal Department of Homeland Security modifies the Homeland Security Advisory System threat level to orange and/or red.
  State of New Jersey, Emergency Management Assistance Compact Plan for EMS
EMAC is a unified mutual aid system for the nation that coordinates with partners at all levels of government. This plan defines standard operating procedures which will be enacted upon when EMAC requests for EMS are made. This plan will cover situations in which New Jersey EMS assets are deployed out of state or out of state EMS resources are requested into New Jersey.
  State of New Jersey, Rehabilitation Plan for EMS
Guidance is provided on the implementation of a Rehabilitation process as a tactical requirement of the incident management system at the scene of a fire, other emergency, or exercise. It will ensure that personnel who might be suffering the effects of metabolic heat buildup, dehydration, physical exertion, and / or extreme weather receive evaluation and rehabilitation during emergency operations.
  Port Security New Jersey EMS Plan
The purpose of this Emergency Operations Plan Annex is to set up guidelines for Emergency Medical Services agencies to utilize when responding to an Incident of Significance in the New Jersey areas of USCG - Sector New York, including any of the Port facilities, Passenger and Sight Seeing Ferries, Cruise Ship Terminals, Bridge and Tunnel water crossings, and jurisdictional waters including major events off the New Jersey coast.
  Passenger Rail Security NJ EMS Plan
The purpose of this Emergency Operations Plan Annex is to set up guidelines for Emergency Medical Services agencies to utilize when responding to an Incident of Significance within the Passenger Rail System located in the State of New Jersey, including rail stations, lines/yards from New Jersey Transit, the Port Authority of NY/NJ, the Delaware River Port Authority, and AMTRAK.
  National Disaster Medical System Plan for New Jersey
The National Disaster Medical System is a cooperative effort of the Department of Health and Human Services, the Department of Defense, the Department of Veterans Affairs, the Federal Emergency Management Agency, state and local governments, and the private sector. NDMS provides the means for distributing victims of major disasters occurring domestically or as a result of military conflict in outlying areas.
  State of New Jersey, Hospital Evacuation Strategy for EMS
The purpose of this Emergency Operations Plan is to set up guidelines for the EMSTF to use when integrating into a response to manage the evacuation of hospital or large healthcare facility. This plan will outline special considerations, authority, use of Strike Teams/Task Forces, use of air medical assets, communications, and notification.
  The EMS MOU between the State of New Jersey and the City of New York
This Emergency Operations Plan and accompanying MOU establish procedures, protocols, and guidelines for the provision of ambulance and prehospital emergency medical mutual aid assistance in the event of a catastrophic or high-impact event requiring EMS resources to respond to support New York City (or vice-versa). This plan also defines specific, pre-identified locations along the water crossings.
  Newark Liberty International Airport, EMS Annex
The purpose of this Emergency Operations Plan is to set up guidelines for Emergency Medical Services agencies to utilize when responding to an Incident of Significance at Newark Liberty International Airport (EWR) in Newark, New Jersey. This plan specifically addresses the Port Authority of New York and New Jersey’s alert levels, called “Conditions”, within the airport operational plan.
  NJ Evacuation Plan for the City of Philadelphia, EMS Annex
The New Jersey-Philadelphia Cross Border Evacuation Plan provides guidance to transportation, law enforcement and emergency management agencies serving the Greater Philadelphia area on conducting evacuation operations between Philadelphia and New Jersey. This presentation will discuss the NJ EMS Support provided to this plan.
  My Trip to China, an overview and comparison of EMS Preparedness in the People’s Republic
The NJ EMS Task Force was selected to present the Port Security NJ EMS Planning Initiative at the 2009 China-US EMS Conference in Disaster Management. This presentation will give an overview of the experience and provide a comparison of EMS Preparedness between the two countries.
  Resource Readiness in NJ
What are the specialized EMS resources and their capabilities in New Jersey? Mass Casualty Response Trucks & Trailers, Buses, Gators, ASAPs, SOVs, the TSU and More. This presentation will provide a brief overview on the resource readiness of the EMSTF response arsenal, including existing assets and those in the pipeline.
  EMS HAZTAC, Patient Care in a New Perspective
HAZTAC is designed to accomplish the triage of multiple victims following a CBRNE attack or chemical release. This triage is accomplished in Level B gear while the patient is awaiting decontamination. HAZTAC will also have the capability to provide both the basic and advanced medical treatment to victims who are awaiting decontamination. The presentation will discuss the strategy of the implementation of the HAZTAC program for EMS within the UASI Region.
  State of New Jersey, Pandemic Influenza Plan for EMS
The purpose of this plan is to provide flexible guidelines for Emergency Medical Services agencies and the NJ Department of Health and Senior Services as healthcare partners to increase readiness in response to changes in the phases of Pandemic Influenza as declared by the World Health Organization. This presentation will provide a brief overview of the phases and expected actions that should be taken by the healthcare partners.
  The International Association of Emergency Managers - Region 2
The International Association of Emergency Managers (IAEM) is a non-profit educational organization dedicated to promoting the goals of saving lives and protecting property during emergencies and disasters. Enjoy a lunchtime presentation about this organization, and the benefits to the Emergency Management community.
  The Federal Emergency Management Agency's Incident Management Teams
This lunch time presentation will provide a general overview of FEMA's Incident Management Team, the administrative and operational support functions within the organization, and how they interface with the State of New Jersey and the region during disasters.
  Future Projects 2011 and Beyond
Preparedness is a never ending cycle. “By failing to plan, we are planning to fail!” Preparedness constantly evolves and needs to adapt based on new and existing hazards, risks, and vulnerabilies. This presentation will discuss the identification of future EMS Preparedness Initiatives.

The event has a limit of 150 participant and registration is on a first come, first served basis. A waiting list will be generated after the event has reached capacity.

IMPORTANT: A credit card is required for registration - A $25 fee will be assessed for all registrants who do not attend BOTH days - NO exceptions.

Cancellations will be accepted only if completed within 48 hours of the event.
